Pradhan Mantri Krishi Sinchayee Yojana- Watershed Development Component 2.0 (PMKSY-WDC 2.0)

 

  Introduction


Watershed development approach has evolved with passage of time gradually from initial objectives of soil & water conservation and reducing siltation of river valley projects to the current integrated approach of managing the biological, physical and social elements in a landscape within watershed boundaries. By virtue of Participatory Watershed Development Program (PWDP) adopted in 1994 and various amendments effected in the guidelines from time to time, securing livelihoods has also emerged as an important dimension, apart from developing rainfed and degraded lands in the country.

As a consequence, watershed development approach has been accepted as a model for major public investments targeting sustainable production systems for natural resources management and livelihood options. Climate change issues and its impacts witnessed in the recent past have adversely impacted ecology in general and agricultural production systems in particular, posing grave challenges to sustainable livelihoods, especially for vast majority of people in India in general and Karnataka in particular who are directly or indirectly dependent on agriculture.

Investments made in watershed development programs, like Integrated Watershed Management Program (IWMP), externally funded programs, and other natural resources management programs such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Rashtriya Krishi Vikas Yojana (RKVY) etc. have demonstrated reasonable success.

Sustainable Development Goals (SDGs), 2030, Nationally Determined Commitments (NDCs) and Land Degradation Neutrality (LDN) to the tune of 260 lakhs ha. are major commitments of India. In fact, it will be a win-win situation for the rainfed areas and its inhabitant farmers, if they work to realize these objectives. This suggests the need for higher and targeted investments in the rainfed areas. Hence, Department of Land Resources, Ministry of Rural Development, GoI is implementing the “Pradhan Mantri Krishi Sinchayee Yojana- Watershed Development Component 2.0” (PMKSY-WDC 2.0)” in the entire country from 2021-22 and allocated target of 2.75006 lakh hectare rainfed area in the 57 taluks of 57 selected sub watersheds covering 30 districts of the State for treatment with the new generation watershed approach.


   In order to achieve the Land Degradation Neutrality (LDN) to the tune of 260 lakh hectare in the country, The Ministry of Rural Development, Government of India as first step has taken up 49.5 lakh hectare area in the entire country to treat with new generation watershed concepts from 2021-22, while the rest 210.50 lakh hectare will be treated gradually in phased manner from 2022-23.

   The total geographical area of State is 190.50 lakh hectares, out of which 129.70 lakh hectare, area is available for watershed treatment. So far 70.60 lakh hectare area has been treated with traditional watershed interventions through various watershed development programmes. The remaining 52.38 lakh hectare is available for the scientific watershed treatment on the watershed basis.

 

   With this background, the Department of Land Resources, Ministry of Rural Development, GoI as a first set of projects to the State has accorded sanction for the New Generation Watershed Development Projects in an area of 2.75006 lakh hectare in 57 selected taluks of the State under ‘Pradhan Mantri Krishi Sinchayee Yojana- Watershed Development Component 2.0” (PMKSY-WDC 2.0)’. have been sanctioned by This project helps to increase the income of the rainfed farmers, to manage the natural resources, to strengthen the local community-based organisation, formation of Farmer Producer Organisations (FPOs), to provide livelihood activities to assetless persons, to increase the green cover through horticulture, afforestation, fodder, fuel and to promote recharge of ground water table and sustainability of the assets created in the project area.

 

The vision of PMKSY- WDC 2.0 is to accelerate the economic growth rate of rainfed areas agriculture. At watershed level, the development plan shall be guided by the need to achieve higher income for farmers, expanded livelihood options for landless, equity in distribution of benefits, community ownership and management.

The major objectives of the project are as follows

  1. Securing production and farmers income against climate variability and its risks of drought spells through diversification of crop systems & animal husbandry. Efficient water harvesting and retention of rainwater in soil profile; and entitling all project members to ground and surface water resources on equitable basis.
  2. Improving intensity and productivity of various crops, livestock, fisheries and biomass production systems through optimal integrated, sustainable and efficient use of natural resources in the project areas.
  3. Recognizing the stake of non-land holding project members and promoting alternate livelihood opportunities.
  4. Sustained community action in the management of natural resources/assets such as groundwater, soil, community resources, etc. by way of building community organizations like User Groups (UG), and transferring maintenance responsibilities to
  5. Promotion of simple, easy to use and affordable technologies and practices,
    that builds upon local knowledge and available materials.
  6. Greater access to income generating opportunities.
  7. Formation/Promotion of FPOs

The following criteria and weightage for selection of Watershed project is followed in the state.

  1. Poverty index (% of poor to population)
  2. % of SC/ ST population
  3. Actual wages
  4. % of small and marginal farmers
  5. Ground water status
  6. Moisture index/DPAP/ DDP Block
  7. Area under rain-fed agriculture
  8. Drinking water
  9. Degraded land
  10. Productivity potential of the land
  11. Contiguity to another watershed that has already been developed/ treated
  12. Cluster approach (more than one contiguous micro-watershed in the project)

Based on the above criteria and weightage 57 subwastersheds in 57 taluks have been identified to treat under PMKSY-WDC 2.0.

Phase I - Preparatory Phase (upto 1 Year):

Preparatory phase activities will be carried out to gain the confidence of the rural community before implementing the main project activities. Farmer Producers Organizations (FPOs) will be formed/ strengthened as an entry point activity.  Apart from this, base line survey, gram sabha, jatha, street plays, formation and strengthening of community-based organisations (Self Help Groups, User Groups and Watershed Committees) will be taken up. The watershed activities shall be implemented through watershed committee, which is a subcommittee of Gram Panchayath headed by the President, Gram Panchayath and members from SHGs, UGs and GP. Detailed Project Reports will be prepared through Net planning by the Watershed Committees in coordination with the Project Implementing Agency (PIA) at taluk level.

After the approval of the Detailed Project Report (DPR) in the Grama sabha and Watershed Committees, it will be placed for before the WCDC (Watershed Cell cum Data Center) headed by the Deputy Commissioner for recommending it to SLSC/SLNA.  Finally, DPR will be approved by State Level Sanctioning Committee/ State Level Nodal Agency headed by the Chief Secretary/ Additional Chief Secretary and Development Commissioner. As per the approved DPR, watershed works will be implemented through watershed committees and PIAs. 

Phase-II - Work Phase activities (2 to 3 Year):

Year wise action plan will be prepared for the activities approved in the DPR and those activities in the action plan will be implemented through Watershed Committees and PIAs, after obtaining approval from Head office/SLNA with recommendation from WCDC. The soil and water conservation activities like bunding, Farm ponds, Check/vented dam, Nala bund and Percolation tanks will be constructed in the project area. Apart from this, Dryland horticulture, Forestry, Animal husbandry and Fisheries activities will be implemented. In addition, Production systems activities, Livelihood activities for the assetless persons to generate the income will also be implemented. Farmer Producers Organizations (FPOs) are further strengthened during this period.  In order to saturate the watershed area, this programme will be converged with MGNREGA, RKVY and other programmes.

Consolidation and withdrawal phase (upto 1 Year)

The activities for sustainable management of natural resources and up-scaling of successful experiences regarding farm production systems/off-farm livelihood activities will be taken up, After the implementation of watershed development activities. Further, documentation of successful experiences as well as lessons learnt for future use will be taken up for sustainable utilization of developed natural resources and involvement of Gram Panchayath for the post project sustainability by using the Watershed Development Fund (WDF).
